Techno - Financial Expert (On Contract Basis)

Maharashtra Film, Stage and cultural Development Corporation (MFSCDC), Goregaon, Mumbai envisions to develop an international standard film making destination. It aims to emerge as one stop destination for media and entertainment services, ensuring efficiencies in workflow, revenue streams and evolve a unique business model.

MESCDC intends to hire a professional to lead and support the formulation of policy, strategies and programs to accelerate infrastructure development and public-private partnerships (PPP) in developing Film City as a hub for production.

POSITION:-  Techno Financial Expert.

SCOPE OF WORK :

1. Conduct dialogues with Government development partners, the private sector, and other stakeholders to identify and scale business opportunities for MFSCDCL

2. Advise and assist Management in identifying, developing, structuring, and executing PPP projects for Filmcity corporation for enhancing revenues & development of infrastructure.

3. Liaise and coordinate with development partners and private sector financiers on co-financing for PPPs, particularly with Studio players at national and global level.

4. Promote application of innovative approaches within the overall ambit of MFSCDC.

5. Advise on the financial risks in implementing PPPs and identify necessary mitigating and

corrective actions.

6. Act as resource person on financial structuring related issues.

7. Keep abreast of latest trends and developments in addressing PPP related issues. Ensure comparability of the Corporation's operations to best practices.

8. Drafting Tenders, EOI, RFP PPT, Advt. documents for MFSCDC Ltd.

EDUCATIONAL REQUIREMENTS : 

Master's Degree in Economics, Business and/or other related fields. University degree with specialized experience in Business Administration, Finance, Economics, Public-Private Policy in similar organization/s, may be considered in lieu of a master's degree.

RELEVANT EXPERIENCE :

 Suitability to undertake the responsibilities mentioned above at the required level.

 At least 10-15 years of relevant professional experience in structured finance, infrastructure projects and/or hands-on experience developing and financing projects on PPP model. Experience of working in public sector or eminent production houses will be preferred

 Demonstrated ability to negotiate with project sponsors, financing parties, institutional Investors, and governments.

 An understanding of different partnerships or transactions (ie, acquisitions, multi-year deals, minimum guarantees)

 Proven strong analytical capabilities, particularly in credit assessment and risk mitigation.

DESIRABLE COMPETENCIES :

 Experience of and passion for working in media and entertainment. Working knowledge of industry standard project and change management tools.

 Exposed to production landscape and familiarity with vendors and development partners in the entertainment world, especially with production houses.

 Experience using data and metrics to drive improvements; an analytical mindset, curiosity and a preference towards solving for scale.

 Written and spoken English proficiency essential. Basic understanding of Hindi/Marathi.
