6) Retired officers applying will be required to submit original certificate of District Surgeon Officer regarding their physical, mental or health competence.
7) It will be the responsibility of the person concerned to complete the work assigned to the applicant appointed on contract basis and the terms / conditions of the bond / guarantee are acceptable to the candidate concerned.
8) No departmental inquiry and court case should be pending or pending against the retired officer applying. In this regard, it will be mandatory for the applicant to issue a certificate from the concerned office from which he has retired.
9) The appointing authority shall have the right to terminate the service on contract basis at any time. Such officers will be required to declare a conflict of interest.
10) If the officers appointed on contract basis have to visit on necessary occasions, travel allowance and daily allowance will be admissible as per their pay scale at the time of retirement.
11) It will be mandatory for the officers of such Karak system to maintain confidentiality regarding the documents / information received by them and regarding the supporting materials.
12) It is not necessary for the appointing officer to complete the work assigned to him within the stipulated time. If the work assigned to the contract applicant is not satisfactory, his service will be terminated without giving any strong reason.
13) The retired officer applying should certify the confidential report of the last 5 years from the concerned office and submit the certificate accordingly. As well as testimonials. Certificate should be attached with the application if the work has been done.
14) In case of any natural calamity or any illness during the service period to the applicant appointed on contract basis at the regional level, the office government will not be responsible for it under any circumstances.
15) At the time of application, the retired officer should submit the required documents of his family pension sanction to the office of the Accountant General.
16) It will be mandatory for the applicant appointed on contract basis to report to the place of appointment within 15 days from the date of issue of the appointment order. Otherwise the appointment will be terminated automatically.
17) Eligible candidates for interview will be sent a letter by e-mail / post. And will be notified via text message on mobile. Candidates are therefore required to provide their e-mail address and mobile number in their personal information.

• TERMS AND CONDITIONS:
(i) Period of engagement:
• The initial engagement of a person as Consultant/Official will for the period of three years.
• After expiry of initial term, engagement may be extended, based on requirement of the office of the CEPI and performance of Consultant(s)/Official concerned for a maximum period of one year at a time. Relaxation may be given in deserving cases.
• The appointment of Consultant/Official would be on full-time basis and not permitted to take up any other assignment during the period of Consultancy in the Office of the CEPI.
• The appointment of Consultant/Official is of a temporary (non-official) nature against the specific jobs.
(ii) Station of Posting: Mumbai.
(iii) Nature of engagement: Purely on contractual basis.
(iv) Remuneration, leave and allowance:
Remuneration: 1. Monthly remuneration to the officials will be given as mentioned in the table above.
2. In case of retired persons total monthly remuneration and the Pension-drawn by the Consultant etc. shall not be more than the last pay Drawn by him calculated at the current rates of Dearness Allowance.
3. For contractual employees, increment will be allowed @5% per annum on the basis of to deserving officials based on their performance on case to case basis on account of special expertise/experience in the concerned field.
Leave: Weekly holidays on Saturday, Sunday, Central Government Gazette Holidays and 12 days paid Leave in a calendar year on pro-rata basis. No remuneration for the period of absence in excess of the admissible leave will be paid to Consultants/Officials. Un-availed leave shall neither be carried forward to next year nor encashed. No other kind of leave shall be admissible.
Allowance: All Officials as mentioned in the above table shall not be entitled to any kind of allowance or accommodation facility e.g. Dearness Allowance, Residential Accommodation, Personal Staff, CGHS and Medical Reimbursement etc.
(v) Clause regarding confidentiality of data and documents and conflict of interest: No one shall utilize or publish or disclose or part with, to a third party, any part of the data or statistics or proceedings or information collected for the purpose of his assignment or during the course of assignment for the Ministry/Office of the CEPI, without express written consent of the Ministry/Office of the CEPI. The Consultant/Officials shall be bound to hand-overthe entire set of records of assignment to the Ministry/Office of the CEPI before expiry of the contract and before the final payment is released by the office of the CEPI.
(vi) Events under which such engagement may be terminated prematurely: Office of the CEPI may terminate the engagement of a Consultant/Official in following conditions:
➢ The Consultant/Official is unable to address the assigned work;
➢ Quality of the work is not up to the satisfaction of the Department;
➢ The Consultant fails in timely achievement of the milestones as finally decided by the Ministry/Office of the CEPI;
• The Consultant/Officials found lacking in honesty and integrity.
Note: The Office of the CEPI reserves the right to terminate the engagement, by serving fifteen (15) days' written notice on the Consultant/Official. Termination shall be effected on the day right after the completion of fifteen (15) days of delivery of such notice.
(vii) Any other clause/point peculiar to such engagement.
TA/DA: No TA/DA shall be admissible for joining the assignment or on its completion. Foreign travel of the Consultants/Officials is not permitted at all.However, should they require to travel inside the country in connection with the official work of the Ministry/Office of the CEPI, the TA/DA will be as per with the analogous post as indicated in the statement above and will be paid after obtaining approval of the competent authority.
• Tax Deduction at Source: TDS as admissible shall be deducted from the monthly remuneration of the officials. A TDS certificate shall be issued by the concerned DDO on demand.
Age Limit: Normally, the maximum age limit for all categories will be 65 years.
Rights of the Office of CEPI: The Office of the CEPI has the right to cancel the Vacancy Circular, not go for engagement of Consultant/Officials, at any stage.

SCOPE OF WORK :

EDUCATIONAL REQUIREMENTS :

RELEVANT EXPERIENCE :
Suitability to undertake the responsibilities mentioned above at the required level.

PAY AND PERQUISITES
7. Pay & Allowances. During the initial training period, a stipend of Rs. 14,600/- per month will be admissible. On successful completion of initial training, they will be placed in Level 3 of the Defence Pay Matrix (₹ 21,700- ₹69,100). In addition, they will be paid MSP @ ₹ 5200/- per month plus DA (as applicable).
8. Promotion. Promotion prospects exist up to the rank of Master Chief Petty Officer-I, i.e. Level 8 of the Defence Pay Matrix (₹ 47,600- ₹ 1, 51,100) plus MSP @ ₹ 5200/- per month plus DA (as applicable).Opportunities for promotion to commissioned officer also exist for those who perform well and qualify the prescribed examinations.
9. Perquisites.(a) During the entire period of training and thereafter, sailors are given musical instruments, books, reading material, uniforms, food and accommodation etc. free of cost. (b) Sailors are entitled to medical treatment, Leave Travel Concessions for self and dependents, Group Housing Benefits and other privileges. Sailors are also entitled to Annual and Casual Leave, Children Education and House Rent Allowances. Postretirement benefits include pension, gratuity and Leave encashment. All perquisites are extended as per service conditions and their eligibility/admissibility is regulated as per government orders in force and amended from time to time.
10. Insurance Cover. Insurance cover (on contribution) of Rs 50 lakhs for all sailors is applicable.
SELECTION CRITERIA
11. Due to COVID–19 Pandemic, an exception is being made in the public interest wherein approximately 300 candidates will be called up for Music Test and PFT.
Selection of recruits is based on the order of merit on their performancein Music Screening Board and subject to clearing PFT at Kunjali and Enrolment Medicals examination at Chilka.
12. Shortlisting of candidates for Music Test will be undertaken on the basis of music certificates attached. Order of precedence will be as follows: -
(a) Degree in music (b) Diploma in music (c) Other graded certificates (d) Certificates of Competitions (e) Awards (f) Participation (g) Experience (h) Music as a subject/ paper in matriculation is not valid.
Note: In case number of candidates, having similar qualification exceeds the numbers of vacancies, the shortlisting will be carried on the basis of 10th marks.
13. (a) The Music Screening Board will be conducted on the date and slot given in the call up letter. Verification of age, education qualification, music certificates and musical ability along with physical fitness of the candidate will be assessed during Music Screening Board.
(b) Those who qualify the Music Screening Board will be required to undergo Enrolment Medical Examination tentatively scheduled in the month of October 2021.
14. Physical Fitness Test (PFT). The PFT will be conducted for all candidates appearing for the Music Test. Qualifying in Physical Fitness Test is mandatory for selection. PFT will consist of 1.6 Km run to be completed in 7 minutes, 20 squat ups (Uthak Baithak) and 10 Push-ups. Candidates undergoing PFT will do so at their own risk.
15. Medical Standards.
(a) Medical examination will be conducted by authorised military doctors as per medical standard prescribed in current regulations applicable to sailors on entry.
(b) Minimum height 157 cms. Weight and Chest should be proportionate. Minimum Chest expansion of 5 cms. Details regarding minimum height standards for entry into the Indian Navy as Sailors, including applicable relaxations, can be accessed from the official recruitment website.
(c) The candidates must be in good physical and medical health free, from any defect likely to interfere with the efficient performance of duties both ashore and afloat under peace as well as war conditions in any part of the world as per Navy Order (Spl) 01/2008.
(d) Permanent body tattoos are only permitted on inner face of forearms i.e from inside of elbow to the wrist and back (dorsal) part of hand/reverse side of palm. Permanent body tattoos on any other part of the body is not acceptable and candidate will be banned from recruitment.
(e) Candidates are advised to get their ears cleaned for wax and tartar removed from teeth prior to examination.
